Otto Chow was born in Hong Kong where he started piano and trumpet at age of nine. He was the winner of the competition of Hong Kong Schools Music Festival in 1986 and 1989.He entered the Hong Kong Academy for Performing Arts in 1989,where he was a double major student in both piano and trumpet in diploma course. Upon his graduation in 1993,he stayed on to obtain his Professional Diploma, majoring in piano pedagogy.

Otto chow has been active as a chamber pianist, he has recorded many concerts for the RTHK Radio 4 Young Music Makers Series and appeared many concerts in Thailand, the UK, Germany and Hong Kong.
